Long Thanh International Airport was divided across multiple construction packages.

That separation did not isolate the schedule risk.

In February 2026, Vietnam’s Government Office recorded a specific coordination problem: delays to tunnel works under Package 4.8 were directly affecting electricity, water, cabling and transmission installations required by other packages under the air-navigation authority.

The documented problem was not confined to Package 4.8 itself.

Its delayed output had become an unavailable input for work under other packages.

That distinction matters.

A downstream activity can still have a valid scope, resources, programme and completion obligation while the work itself has become unavailable because an upstream prerequisite has moved.

At that point, two schedules still exist contractually.

Only one sequence exists physically.

The dependency does not disappear because responsibility has been divided between contracts. It simply moves to the interface between them.

Long Thanh remained under schedule pressure months later. In August, Package 4.8 was again identified among the packages carrying substantial remaining work and delay risk.

The execution problem therefore sits somewhere narrower than “contractor delay”.

The controlling question is whether the output promised by one package becomes available in the condition and sequence assumed by the next.

If it does not, a downstream completion date can remain formally intact after the work needed to achieve it has ceased to be physically available.
